Microeconomics Samuelson Essay

Explain how the cool head might provide the essential positive economic analysis to implement the normative value judgments of the warm heart. Do you agree with Marshall’s view of the role of the teacher? Do you accept his challenge? In order to achieve the ultimate goal of economic science which is to â€Å"improve the living conditions of people in their everyday lives† (*) a cool head attitude has the knowledge and wisdom acquired through a lifetime relation to the economic momentum. Balancing this with a warm heart compassion vision, and a willingness to improve society, is the most appropriate way to use certain economic models in order to acquire economic sustainability with social improvement. We agree with Marshall’s view which was conceived through a social corporate responsibility. We, as leaders, accept his challenge through developing projects which should be not only profitable but also socially accepted and with respect to the environment. Also, we should use our cool heads to objectively take challenges and make difficult decisions that will lead us to a prosperous society with a sustainable economic growth. Some scientists believe that we are rapidly depleting our natural resources. Assume that there have only two inputs (labor and natural resources) producing two goods (concerts and gasoline) with no improvements in society’s technology over time. A. Show what would happen to the PPF over time as natural resources are exhausted. B. How would invention and technological improvement modify your answer? On the basis of this example, explain why it is said that â€Å"economic growth is a race between depletion and invention. It is said that economic growth is a race between depletion and invention because the continuous use of the natural resources of a country will tend to deplete them, over a long period of time but in the contrary, the invention of new technologies can extend a country PPF – making a race between them, since both things usually happens at the same time. Chapter 2 1. Question 1 . – What determines the composition of national output? In some cases, w e say that there is â€Å"consumer sovereignty† meaning that consumers decide how to spend their income on the basis of taste and market prices. In other cases, decisions are made by political choices of legislatures. Consider the following examples: transportation, education, police, energy efficiency of appliances, health-care coverage, television advertising. For each, describe whether the allocation is by consumer sovereignty or by political decision. Would you change the method of allocation for any of these goods? National Output includes the total amount of goods and services that a country is capable to produce in a certain period of time. It is also known as the country? A country has the responsibility to decide what outputs to produce and in what quantity, how to produce them and for whom should they be produced. In a market society, the national output is influenced by consumer tastes and the resources and technology available in the country. On the other hand, governments may intervene to compensate for market failures that usually occurs inside a country, or to fund social programs. Here there are some examples that show mixed economies between consumer sovereignty and government interventions. Generally speaking transportation means are controlled by the private sector through companies that provide transportation services such as airlines, company taxis, trains, etc. Inside a country, there also exists public transportation for those people who can not afford the private one. In Peru, specially for the ground transportation, the government plays a fundamental role regulating tariffs, taxes and making sure we have a safe an organized transportation system in the country for the society. Education In a country generally exists public and private education. Usually, private schools tend to have a higher price but also delivering high quality and it is market driven. There are different private schools with different prices in the market. On the other hand, public education is provided by the government to lower socio economic levels in order to make education accessible to the whole population. Government applies procedures in order to maximize its quality. In Peru for example the government is trying to break the poverty cycle incentivizing the rural population to attend school through monetary allowances. There are also regulations in terms of the requirements asked for being a public teacher, the education syllabus of the country, etc. Police Police is a government regulated service to the population which is part of the arm forces of a country. Its function is to assure security to the population. However, in some countries where there is scarce resources allocated to this public entity, private police petrol are created. In Peru even in rural areas where police is not present, communities organize themselves to fight against crime. Energy efficiency of appliances Energy is a strategic scarce resource for a country. Therefore, the importance of having government regulations to control it, its tariffs while having private companies supplying the service in order to assure this service on the long term to the community. Health care coverage Health care is a private and public good also. Government provides health care services to the majority of the population by building public hospitals and providing insurance coverage programs. Usually private health care provides a higher quality service and is accessible to higher socio-economic levels of the population. Television advertising It is a consumer sovereignty good, driven basically by program ratings and market price. Usually, the government owns public television channels but even in those cases the advertising is not controlled. What government usually does is to control advertising of some products such as cigars, or the time and programs where you can advertise such products. Would you change the method of allocation for any of these goods? We would not change the method of allocation for any of the goods mentioned above. We think that in the examples mentioned, a mixed economy of public and private goods is the best to make services accessible to the whole population while having a market driven economy. However, if we customized this question to the Peruvian reality, we think that an example where government could intervene more is the banking regulations entity which should improve the credit policies in order to create a sustainable finance growth. 2. Question 3. – This chapter discusses many â€Å"market failures† areas in which the invisible hand guides the economy poorly, and describes the role of government. It is possible that there are, as well, â€Å"government failures† government attempts to curb market failures that are worse than the original market failures? Think of some examples of government failures. Give some examples in which government failures are so bad that it is better to live with the market failures than to try and correct them. A possible failure can be represented by a tax system that discourages private and foreign investments in the country that at the end will affect government’s income. Another example is a bad monetary policy in which inorganic emission of currency will impact over inflation rate dramatically, affecting purchasing power of nationals (Peru 1985) . During this time Peru suffered more than 7000% inflation generating scarcity of basic goods and creating a parallel black market. During this time, another bad example would be that the banking system was nationalized and generated a lack of confidence in the population towards the banking system, loosing a high percentage of the savings of the population decreasing the country’s investment.

Electronic Surveillance at the Workplace

Electronic Surveillance has been part of Americans framework since the invention of the telephone. Employers utilize a variety of electronic surveillance devices and other means of obtaining information. These devices are computer monitoring, video surveillance, investigators, spying, and eavesdropping/wiretapping as well as other means. Most employers have a valid reason for using one or more surveillance devices to either monitor their employees for business purposes such as for training, quality assurance and customer service and others use it monitor customers and employee integrity from theft and fraud.Early on in the electronic age legislation was created to protect our civil liberties from being violated and pried upon by the federal government, police, employers and the general public this legislation was known as the Omnibus Crime Control and safe Streets Act and later amended to the Electronic Communications Privacy Act of (ECPA) 1986 which governs third-party interceptions of electronic communications.The questions that employees have in today’s work place is if they have any expectation of privacy, when and where my conversations can be deemed private, do employers have the right to eavesdrop on conversations while I am in the workplace and to what extent can they go. Today information about hundreds of thousands of things surround us, it hits us from every direction, the television in morning broadcast the daily news, radio personalities during your commute to work was well as conversations from people passing you by on the street or in the supermarket.While in the workplace were can an employee expect to have privacy within that environment? Employees should expect a limited amount of privacy based on their surroundings. The Supreme Court of California recently held that: â€Å"In an office or other workplace to which the general public does not have unfettered access, employees may enjoy a limited, but legitimate, xpectation that their co nversations and other interactions will not be secretly videotaped by undercover television reporters, even though those conversations may not have been completely private from the participants' coworkers†. 1 Therefore an employees should expect a degree of privacy while in the workplace, conversations held outside of the ear-shot of others boundaries have been set for a private conversation.Altman 1975; Derlega and Chaikin 1977, suggest that two interacting parties will attempt to set boundaries that meet their individual goals as well as their collective interest. 2 In an office setting there are typically two types of workspaces, and open area, in which there are several desks and conversations can be overheard or there are enclosed offices, in which—when the door is closed conversations cannot be heard. State and Federal laws have granted employers a wide latitude of control over the workplace environment as it pertains privacy. Tile 18 of the U. S. Code which encom passes the Electronic Communication Privacy Act (ECPA) states that â€Å"it shall not be unlawful under this chapter for a person not acting under color of law to intercept a wire, oral, or electronic communication where such person is a party to the communication or where one of the parties to the communication has given prior consent to such interception unless such communication is intercepted for the purpose of committing any criminal or tortuous act in violation of the Constitution or laws of the United States or of any State†.In short, conversations in the workplace place must be of a business nature and one of the parties to the conversation must give consent to have that conversation recorded or monitored. Mark Renfro a Insurance Counselor at GEICO stated â€Å"That conversations held in an open area at work would have little to no privacy rights because anyone can hear your conversation, but on the other hand if the situation were to be that the conversations were t o be held out of ear-shot of others in a remote location where it is him and someone else or behind closed doors that conversations would be viewed as private†. Code, g uidelines have been established as to what, when, and where electronic surveillance can be conducted. First and foremost it must be a legitimate business purpose. There are typically 4 types of monitoring employers use: telephone; computer; e-mail/voice mail and video monitoring.All forms of monitoring have stringent requirements employers need to follow: Telephone monitoring is used to monitor business on business phones with clients or customers for quality control reasons and in most states is required to inform that the conversation is recorded or monitored. An import note to this would be that calls that are deemed to be of a personal nature are not allowed to be monitored from any phone not specified as business phones. Computer monitoring is used mostly to monitor employee sites visited on the World Wide Web to ensure unprofessional or unethical site are being viewed within the workplace.In addition employers want to ensure the safety of its network from viruses and Trojan ho rses that could infect its system and bring business to a halt. Electronic mail falls under the same guidelines as computer monitoring. E-mail systems uses company computers and have the restrictions. Lastly, video monitoring is used a deterrent to theft and security of the business and its employees. Currently, federal law does not require disclosure to employees. Video monitoring is unlawful to be used in bathrooms, lock rooms and dressing rooms or any public rooms were a reasonable person would consider a private.Determining whether the inclusion of innocence of unaware third parties has when being monitored and any legal grounds. Unfortunately, Title 18 only requires the consent from one party to be lawful and therefore an unaware third party could not be innocent. Since then, CBM has become one of the leading professional organizations for people with disabilities worldwide.Currently, CBM supports over 1000 projects in over 100 countries. CBM's vision is of an inclusive world in which all persons with disabilities enjoy their human rights and achieve their full potential. 1. 2 ORIGIN OF METHANE Coal bed methane evolves during the transformation of the organic matter in the swamp, which later converts into peat after burial under reducing condition. As temperature increases the peat converts into lignite followed by sub-bituminous, bituminous low-volatile medium volatile, high volatile anthracite and graphite.This process is known as coalification. During this process at early stage biogenic methane evolves, later thermogenic methane is formed. Much of the me thane generated by the coalification process escapes to the surface or migrates into adjacent reservoir or other rocks, but a portion is trapped within the coal itself. In early stages of coalification, biogenic methane is generated as a by-product of bacterial respiration. Aerobic bacteria (those that use oxygen in respiration) first metabolize any free oxygen left in the plant remains and surrounding sediments.In fresh water environments, methane production begins immediately after the oxygen is depleted. Species of anaerobic bacteria (those that don’t use oxygen) then reduce carbon dioxide and produce methane through anaerobic respiration. When a coal’s temperature underground reaches about122 °F and after a sufficient amount of time, most of the biogenic methane has been generated, and about two-thirds of the original moisture has been expelled, the coal attains an approximate rank of sub-bituminous.As the temperature increases above 122 °F through increased bu rial or increased geothermal gradient, thermogenic processes begin and additional water, carbon dioxide, and nitrogen are generated as coalification proceeds to approximately the rank of high-volatile bituminous. Maximum generation of carbon dioxide, with little methane generation occurs at about 210 °F. Generation of thermogenic methane begins in the higher ranks of the high volatile bituminous coals, and at about 250 °F, generation of methane exceeds generation of carbon dioxide. Maximum generation of methane from coal occurs at about 300 °F.With even higher temperatures and higher rank coals, methane is still generated, but at somewhat lower volumes. Primarily adsorbed on or absorbed within micro pores of the coal. Coal bed methane is found associated with the coal/ lignite beds. This is the product that evolves during the process of coalification generally more in quantity than the coal can hold. Some of the gas escapes in the surroundings but some of it lie in the coal un der hydraulic pressure. Coal is unique in its behaviour as it acts as a source as well as a reservoir rock. Generally the gas content increases with rank. 2. CBM IN INDIA, AN OVERVIEW India is potentially rich in CBM. The major coal fields and CBM blocks in Indian are shown in Fig. The Directorate General of Hydrocarbons of India estimates that deposits in major coal fields (in twelve states of India covering an area of 35,400 km2) contain approximately 4. 6 TCM of CBM. Coal in these basins ranges from high volatile to low-volatile bituminous with high ash content (10 to 40 percent), and its gas content is between 3-16 m3/ton depending on the rank of the coal, depth of burial, and geotectonic settings of the basins as estimated by the CMPDI.In the Jharia Coalfield which is considered to be the most prospective area, the gas content is estimated to be between 7. 3 and 23. 8 m3 per ton of coal within the depth range of 150m to 1200 m. Analysis indicates every 100-m increase in depth i s associated with a 1. 3 m3 increase of methane content. In India, commercial CBM production is yet to be started in full pace. Few E;P companies like ONGC Ltd. , GEECL and Essar Oil have started production, but field development is yet to be completed.India ranks 134th out of 182 countries, the same as in 2006, in the 2009 Human Development Report and is home to 60-80 million people with disabilities (PWDs). CBM regional office for the South Asia Region has prioritised implementation of programs in states which have high percentages of people below the poverty line and high number of people with disabilities. CBM started to extend its support to India in 1967 and in 1975 the South Asia Regional Office was established in Trichy, Tamil Nadu to coordinate activities in India, Nepal, Bangladesh and Sri Lanka.In 1994, the Regional Offices in North and South were established to cater to the growing projects supported by CBM. 2. 1 INDIA’S ENERGY SCENARIO * India is one of the faste st growing economies. * The GDP growth is over 8%, likely to increase to over 10% in near future. * This GDP growth is required to eradicate poverty and meet country’s human development goal. * To sustain such growth 3/4 fold increase in primary energy requirement envisaged. * Integrated Energy Policy Document indicates total energy requirement of the country will increase from a current level of about 500 MTOe to 2000 MTOe by 2031-32. Efforts are on to utilize all possible energy resource- renewable, non-renewable, coal based additional resource etc to meet this gigantic target. 2. 2 CBM ACTIVITIES IN INDIA 1967 CBM extends support to India and the first Regional Office of CBM was opened in Trichy in 1975 for India, Bangladesh, Nepal and Sri Lanka. 1975 The comprehensive ophthalmic health program for Thiruchirapalli was started in Joseph Eye Hospital. Community ophthalmology was born! 1977 The first Community Based Rehabilitation (CBR) project at Musiri started with single d isability. 1979Concept of integrated education was promoted by CBM. CBM has been included as a member of the Committee of the Rehabilitation Council of India dealing with Visual Impairment. 1999 Together with other NGOs and WHO, CBM initiates â€Å"VISION 2020: The Right to Sight†, a global initiative for the elimination of avoidable blindness by the year 2020. 2004 CBM awarded by the Indian Govt. in appreciation of exemplary contribution towards elimination of Avoidable Blindness in India. 2006 CBM with other NGOs initiated programmed of Sound Hearing 2030. WHO SEARO has been supporting this initiative. . 3 DEVELOPMENT OF CBM IN INDIA Commercial production of CBM started and during 2008-09 it was 0. 15 MMSCMD (million Std cubic meter per day). Fig:-Hydro-Fractured Unit of 3rd Well 4. 2 CURRENT PROJECT ON CBM IN INDIA Great Eastern Energy Corporation Ltd (GEECL) ha s  begun  the production and sale of coal-bed methane (CBM), the first such commercial project in India. GEECL is targeting initial production of 1. 5 million standard cubic feet per day (MMSCFD); estimated in-place gas in the block is 1. 92 trillion cubic feet (TCF) per Netherland, Swell and Associates, Inc. (NSAI) on 1 June 2007. * As of June 2007, GEECL had drilled, perforated and fractured 23 wells and installed the pumps. Nine wells are currently in production, delivering 991 thousand cubic feet (MSCFD) per day, along with 8,030 barrels of product water—a current water-gas ratio of 8. barrels of water per MCF of gas. Over time, the water ratio decreases and gas production increases as the beds are dewatered. * India’s Directorate General of Hydrocarbons (DGH) has approved investing $150 million for drilling 100 production wells in four years. * Reliance Industries (RIL) and Oil and Natural Gas Corporation (ONGC), the country’s two biggest exploration an d production companies of conventional oil and gas, have also begun recovering some gas from coal beds. RIL has estimated in-place gas reserves of 3. 5 TCF, and ONGC has reserves of around 1. 2 TCF. * RIL is likely to start commercial production by the end of 2007; ONGC is planning commercial production in 2008. 5. 0 CBM MARKET IN INDIA * The present scenario of rapidly increasing demand of CBM is highly encouraging for the year 2006-2007 the demand was of 231 MMSCMD and supply was 95MMSCMD and expected to grow from 168 MMSCMD supply demand was 313 MMSCMD in the year 2011-12 and in the year 2024-25 supply would be 170 MMSCMD while demand is expected to grow up to 391 MMSCMD. Directorate of Hydrocarbons recently took new areas for CBM exploration activities in CBM-III BIDDING. Based on the characteristic properties viz; occurrence of thick coal seams at favorable depth, high seam density, good thermal maturity, favorable permeability, good gas content, sizeable coal reserves. * Recen tly, Govt. of India further announced 10 blocks in order to explore and produce (CBM). Out of these, two blocks each are located in the States of Andhra Pradesh, Chhattisgarh, Madhya Pradesh and Rajasthan and one block each in Jharkhand and West Bengal (MOP ; NG, 2006). For CBM contribution of 1% of total energy output, @ 1 well per 60 acre, the development area would be approx 360,000 acres, i. e. 1,450 sq km; Exploratory Block area will be still larger. Around 600 million years ago, after rodinia broke apart, the continents drifted and formed Pannotia. Pannotia broke apart and the continents later formed Pangaea. Pangaea broke apart and the continents started drifting away from each other, 180 million years ago. The history of the geology of the earth is divided into chronological eras during which the earth had some outstanding characteristics and major geological events took place. This paper addresses the history of the geology of the earth. The Precambrian eon The Precambrian is the era began at the time of the formation of the earth and lasted till around 570 years ago. This period of time mak es up to about 90% of the earth’s geology history. In the initial period of the Precambrian, the earth was cooling down and it formed a crust that made its surface. The rocks that were formed were mainly volcanic and igneous intrusions rocks which were spread all over the surface of the crust. The Precambrian had three long eras, the hadean, Archean and the Proterozoic. The Hadean lasted almost 700 million years after the earth’s formation. During this period, the earth cooled down and there was the formation of the earth’s surface which was mainly composed of volcanic belts. The temperature of the earth’s surface was still very hot but it was gradually cooling down due to the reduction in collisions with huge rocks in the earth’s orbit. It is also during this period that the earth’s moon was formed. Archean is the era that followed. It lasted from 3900 to 2500 million years ago. The earth experienced tectonic processes that formed sedimenta ry basins on its surface (Stanley 55). The rocks dated from this period reveal that there was simple life; bacteria and algae fossils were present on the rocks. The proterozoic period, 2500 to 570 million years ago, was characterized by the formation of vast rifts on the earth’s crust. The rifts were filled with volcanic rocks as well as the sedimentary rocks from the sedimentary basins (Sasso 59). This period also saw the formation of seas in which a lot of iron minerals were formed. There was early life in the seas and the amounts of oxygen kept increasing in the atmosphere. In the proterozoic eon, the Rodinia super continent drifted apart and later the Pannotia super continent was formed. Glaciers also started forming on the earth’s surface in the eon. The Phanerozoic Eon This is the eon in which the earth is currently in. It wraps the geology history of the earth from 550 years ago to date. After the breaking of the Pannotia super continent, the continents drifted and recombined to for the Pangaea. Pangaea then broke into the current continents. The continents have been constantly drifting apart. The phanerozoic eon is also categorized into three eras, the Paleozoic, Mesozoic and the current Cenozoic eras. All these eras experienced significant geological changes of the earth (Zhao, Sun,Wilde & Li 94).
